Precast Building Solutions, LLC organized under the laws of the State of Louisiana in 2006 as a limited liability company, is the first (and only) firm to design, build, market and sell new and replacement houses on the Gulf Coast, constructed exclusively of reinforced aerated lightweight architectural precast concrete panels, custom fabricated in our concrete plant, trucked to various house lots and erected by Precast Building Solutions on-site.

Chief Executive Officer and Company founder
Brian A. Opert

Brian Opert oversees all Company operations. In addition to his most recent activities in the precast concrete business, he has been active as a commercial real estate developer and property owner, and as a senior executive handling commercial leasing, sales and commercial property management and as a principal responsible for commercial development and construction for W. J. Barney Construction Company, Inc. of New York, the 25th largest commercial builder in the nation. Opert also owns and operates a nationwide commercial mortgage financing business.

Early in his career, Opert was appointed by the Governor as the Director of Low Rent Housing Programs for the Commonwealth of Massachusetts, and was a member of the senior staff of the Boston Housing Authority.

Opert's college career began at the mechanical engineering school at the University of Connecticut. He earned his Bachelor's degree from the University of Bridgeport in Connecticut, and his Master's degree from the University of Maryland School of Social Work and Community Planning in 1970.

Opert has been a faculty member at the University of Massachusetts, Boston College, an Adjunct Professor with the The Boston Architectural Center, an adjunct instructor with ITT Technical Institute in New Orleans, and also a Design Jury Member with Harvard University's Graduate School of Design. Opert has been a licensed real estate broker and certified property manager for over 30 years.

A CASA of New Orleans volunteer, Opert is also an Editorial Board member with the Neighborhood Partnerships Network. Mr. Opert hosts a live drive-time talk radio show called “From the Ground Up” on WGSO 990 AM. “From the Ground Up” connects listeners with experts on building and rebuilding issues in New Orleans. The show airs on Thursdays from 4:00-5:00 PM CT.


Marketing and Sales Representative
Jonathan O. Sumter

Jonathan O. Sumter was born in New Orleans and grew up in Marrero. He is a graduate of De La Salle High School and received his Bachelor of Arts in Psychology from Southern University at New Orleans.

Along with his family in 1995 they started Crescent City Transportation Services. CCT was non-emergency transportation service for Medicaid patients with no other means of transportation. Mr. Sumter managed and oversaw the day to day operations until 2003.

In 2006, he utilized his degree in Psychology working with at risk youth in the New Orleans area at Boy's Town of Louisiana.

In 2009 Mr. Sumter took his experience with at risk youth to CASA (Court Appointed Special Advocates) New Orleans as a CASA supervisorin the juvenile foster care system.

Mr. Sumter is utilizing his skills in business and networking to work with Precast Building Solutions. Mr. Sumter believes helping and motivating people towards fulfilling their dreams will ultimately build a better community for all.


Business Development and Sales Representative
Jennifer Grosso

Jennifer Grosso is the intermediary between PBS business operations and PBS clients. In addition to marketing Precast concrete as our exclusive, revolutionary building product, Ms. Grosso helps her clients plan, design and carry out the construction and customization of their new home.

Ms. Grosso graduated from Villanova University with a degree in Sociopolitical Philosophy and additional concentrations in both Environmental Studies and Business.

Having a special interest in empowering students' drive to their own progressive social and environmental initiatives, Ms. Grosso was recognized as an active leader in “Taking the Lead: Students, Green Campus Initiatives, and Environmental Studies”, an expert-lead panel at the 2009 International Sustainability Conference held in Philadelphia, PA. She then worked on several campaigns for the national environmental non-profit organization, the Sierra Club.

Upon moving to the Sierra Club, New Orleans chapter, from the Philadelphia chapter, her focus was the environmental justice and rebuilding issues that are more pertinent in coastal Louisiana. Ms. Grosso's first solo project in New Orleans was as the event director and publicist for the first-annual “Green Rebuilding of New Orleans” conference, which was the first city-wide meeting of non-profits, architects, engineers and academics pursuing rebuilding initiatives since hurricane Katrina- featuring mayor-elect Mitch Landrieu as the keynote speaker.

Ms. Grosso is a Fellow of Loyola New Orleans' Institute for Environmental Communication, a think-tank of select specialists asked to convene to debate local and regional environmental issues from the perspectives of different fields as a means of identifying communication issues between fields. Ms. Grosso represented the non-profit point of view as an organizer for the Sierra Club.

Ms. Grosso has also written articles concerning green rebuilding for Louisiana Green Scene magazine and is currently producing a live drive-time talk radio show called “From the Ground Up” on WGSO 990 AM in addition to her work with Precast Building Solutions. “From the Ground Up” connects listeners with experts on building and rebuilding issues in New Orleans.
